PROBLEM TO BE SOLVED: To make efficiently realizable the continuation or restart of operation with high accuracy without changing hardware configurations by providing a controlling means and saving the monitor and control conditions stored in a cache storage into an external storage when identifying a specified event in the process of realizing analysis or control. SOLUTION: This device is provided with a controlling means 14 which analyzes operation situations collected by a monitoring means and performs control being adaptive to analysis results about a plurality of (n) devices 10-1 to 10-n and stores monitor and control information generated or updated in the analysis process in a storing means 12 through a cache storage 13. The device is also provided with an external storage 15 which is constructed as hardware being different from the means 12 and can also write and read under the guidance of the means 14, and the means 14 saves monitor storage control information stored in the storage 13 into the storage 15 when identifying a specified event in the process of realizing analysis or control.
