PROBLEM TO BE SOLVED: To naturally circulate due to a water temperature difference, to reduce in a scale building of a heater, to perform an operation of an energy conservation, and to provide a maintenance-free operation, by heating a heating medium of water of a circulating pipe communicating with the tank and cooling the medium by a heat pipe. SOLUTION: A heating tank 2 is filled by a heating medium of a liquid such as water or the like to be heated by a heater 1, and a circulating pipe 3 communicates at one end with an upper part of the tank 2 and at the other end with a lower part of the tank 2. A heat exchanger 5 is assembled with fins 4 by arranging the pipe 3 in a zigzag manner. A heat pipe 6 is provided near the other end of the pipe 3, and provided with a fan 7 for supplying air to the pipe 6 and the exchanger 5. The medium of the pipe 4 is heated by the tank 4 and cooled by the pipe 6 to naturally circulate the air according to a temperature difference.
