PROBLEM TO BE SOLVED: To obtain a many people participation type short training course device with simultaneous two-way communications to which only trainees having training qualifications can participate with only telephones from all places, which performs rectures according to the rules correctly and performs optimum rectures made to flexibly deal with to teaching contents and which enhances the desires of teaching and of learning. SOLUTION: This short training course device uses a telephone conference system enabling simultaneous communications of three persons or more by telephone lines and this device exerts teaching effects upon entire persons of participants of rectures of boards 1 to N (N is an arbitrary integer) by making a central processing unit in this system perform respective analysis of request signals from the telephone set 41 of a recturer or a trainee, that is, the request signal for reducing a sound and silencing the sound and its releasing signal, a lock request signal refusing later connections and its releasing signal, a connection and participation request signal and a group making request signal by a registered password number and by exercising general control over the system by a manager board 43.
