PROBLEM TO BE SOLVED: To ensure both hydrophilic property and water resistance without carrying out treatment by providing a phase separated structure having two or more phases to a hydrophilic layer obtained by curing a non-curable resin and a curable resin. SOLUTION: A resin-base hydrophilic layer is disposed on a substrate. The hydrophilic layer is obtained by curing a non-curable resin which does not substantially cause a curing reaction by itself and a low molecular weight curable resin which causes a curing reaction by itself or in the presence of a catalyst and has a phase separated structure having two or more phases different from each other in the mixing ratio between the curable resin and the non-curable resin. For example, one of the phases is rich in the non-curable resin and another is rich in the curable resin. Since the low molecular weight curable resin is used, many crosslinking sites are imparted to small molecules and crosslinking density can be increased.
