PROBLEM TO BE SOLVED: To obtain a low-density and lightweight electromagnetic wave shielding sheet, having superior electromagnetic wave shielding characteristics by arranging a single layer of conductive filler on or in an adhesive layer in the direction of surface. SOLUTION: A conductive filler 2 is arranged on the surface of a conductive adhesive layer 1 in a single layer in the direction of the surface. To arrange a single layer of the filler 2 over the surface of the layer 1, it is sufficient that one applies a small pressure onto the filler 2 for joint with the layer 1. For example, following techniques are preferably used: the filler 2 is sprayed onto the layer 1 for joint by pressure, the layer 1 is brought into contact with the filler 2 which is made a fluid state, etc. According to this arrangement, a single layer of filler 2 is arranged on the surface of or in the layer 1 in the direction of surface, whereby improved electromagnetic wave shielding effects can be obtained with the use of the filler 2, in far smaller quantities than in the case where the filler 2 is dispersed in the layer 1.
