PROBLEM TO BE SOLVED: To steplessly regulate the cooling capacity to warm water without incurring appreciation of facility costs. SOLUTION: For this device, the output shafts of hydraulic motors 12A-12H are coupled with many cooling fans 4A-4H, and each hydraulic motor 12A-12H is connected in parallel to a common main supply pipe 49 and a common main return pipe 50. Basides, a hydraulic unit 50, which can circulate and supply working liquid to the main supply pipe 49 and the main return pipe 50, and can change its capacity properly, is connected to the main supply pipe 49 and the main return pipe 50. A flow control valve 53 which can steplessly regulate the flow rate of working liquid is provided on the entry side of the hydraulic pressure of one hydraulic motor 12A, flow setting valves 54 which can keep the flow rates of the working fluid to specified flow rates are provided on the entry side of working liquid of residual hydraulic motors 12B-12H, and each hydraulic motor 12B-12H equipped with the flow setting valve 54 is provided with a hydraulic pressure shut-off valve 55 so that it may shut off the feeding of working liquid properly.
