PROBLEM TO BE SOLVED: To search a battery built-in device and promote insertion into a battery charger by generating an alarm signal, when the necessity of recharging is determined in a state where a battery is not housed in the battery charger. SOLUTION: When no battery is present in a charging receptacle 131, and the actual or latent need for recharging the battery is present, a clock ratio 10 generates an alarm signal. The determination of the latent need is executed by a routine step on the basis of time by the clock radio. The alarm can be generated in two or more alarm times set within 24 hours, or generated at a prescribed time or at prescribed time intervals. Even if an alarm is generated, it is not necessary to actually perform recharging. The determination of the actual need for battery recharging can be performed in a charging system itself or together with a portable device.
