PROBLEM TO BE SOLVED: To reduce the scale of hardware by reducing an arithmetic quantity required for transmission power control. SOLUTION: An arctan transforming section 101 transforms a received signal into a phase quantity, a phase error likelihood detection section 102 counts number of points considerably deviated from an ideal receiving point among received points received within a prescribed measurement time, a phase error likelihood/SIR conversion section 103 converts a phase error likelihood measured by the phase error likelihood detection section 102 into a SIR value on the basis of a table stored in advance, an object SIR generating section 104 generates an object SIR value being a reference for transmission power control, a subtractor section 105 subtracts the converted SIR value from the object SIR value being a reference for the transmission power control, a sign discrimination section 106 applies positive negative discrimination to the result of subtraction and discriminates that channel quality is wrong when the discrimination result indicates a positive sign and that channel quality is good when the discrimination result indicates a negative sign. |
