PROBLEM TO BE SOLVED: To dynamically distribute a client processing program and a server processing program at the time of starting a system in a client/server system. SOLUTION: A server machine 1 is provided with an event receiving means 8 for receiving the event of system start from a client machine 13, a client/ server machine load state capturing means 9 for capturing the load state of the client/server machine 13 and the server machine 1 at the time of receiving the event, a load state data generating means 10 for generating the captured load state data, a dynamic processing distributing means 11 for deciding the distribution of processing to be charged by the server machine 1 and the client machine 13, and a client processing program down-load means 12.
