PROBLEM TO BE SOLVED: To efficiently evaluate communication quality of other channel at an optional point in a service area by using a result of an actual measurement of a measurement channel in a mobile communication system such as a CDMA system. SOLUTION: A mobile measurement vehicle 2 on a measurement course 1 measures a measurement channel 4 sent from a radio base station 3 in a service area, and a center stores actually measured data 5 such as receiving characteristics and outgoing interference power or the like that are measured by the mobile measurement vehicle 2 and interfering total power data measured by each base station. Using databases 6-9 for the actually measured data, base station data, traffic data, and geography and building data and a center side quality estimate function 10 estimates the communication quality by an optional channel type. Employing the actually measured data on the measurement course and estimate data calculated on the basis of the various databases and an estimate expression on other points totally estimates the communication quality for each channel in the entire service area independently of the inside or outside of the measurement course and the shape of traffic distribution. |
