PURPOSE: A battery charging control apparatus and a controlling method are provided to reduce a number of elements in control circuit by implementing a digital control circuit, while simplifying the control circuit and changing easily characteristics by program. CONSTITUTION: A battery charging control apparatus includes an LED power source(10) for supplying an LED driving power, a clock generator(20) for generating a sync clock, a charging voltage detector(30) for detecting a charging voltage and supplying a charging controller with a constant power, a balance charging setting unit(50) for dividing selectively the sync clock to set the balance charging time, an analog/digital converter(70) for converting the analog charging voltage to digital values and outputting them, a programmable logic device(80) for comparing the digital values to the reference voltage and outputting a control signal, a control signal driving unit(60) for controlling cut-off of power supplied to the battery corresponding to the control signal, and an LED driving unit(40) for displaying a charging status corresponding to the control signal.
