The terminal has a first core section (300) for encoding a moving image or a static image from a full image unit extracted from the moving image with a fixed quantization value to pass on a high resolution static image, a variable length encoding device (302), a first channel buffer (303) for the encoded bit stream, a first bit stream memory (304) for the encoded bit stream and a first multiplexer (305) for selecting and forwarding either the moving image from the first buffer or the static image from the bit stream memory. An Independent claim is also included for a method of transporting a static image.
