The invention relates to a soluble builder system for detergents and cleaning agents that is free of phosphates and aluminosilicates. The inventive detergents and cleaning agents contain a soluble builder system that substantially consists of a) one alkali silicate with a M2O:SiO2 modulus in the range of 1:1,9 to 1:3,3, wherein M represents an alkali metal ion, b) alkali carbonate, c) one oxidatively modified oligosaccharide, d) one complexing phosphonate and e) optionally one acidifying component. The soluble builder system accounts for less than 40 % by weight of the entire agent and the alkali product of the agent is in the range of 7.0 to 11.4.
