There is provided a control device to be located between the end-point devices of a communications network and a central hub for controlling the rate of data flow between 0-100%. By controlling the amount of traffic to and/or from each endpoint device, the communications network is able to create bandwidth for other applications that may have a higher priority, i.e. video. The preferred embodiment of the control device consists of two back-to-back physical devices (PHY) controlled using a processor having a network address. The first PHY interfaces with the network and the other PHY interfaces with the end-point device. The end point PHY device may be set in a loopback mode so that artificial collision traffic is seen by the end-point device, which will stop generating traffic. |
