PROBLEM TO BE SOLVED: To simplify construction of earth retaining by forming a first-tier hanging hole in a wale hanger sheet pile for hanging a first-tier hook and placing a wale on a first-tier wale mounting part formed in the first-tier hook. SOLUTION: Among sheet piles 1 arranged in line, two sheet piles spaced out at a certain distance are used as wale hanger sheet piles 2, and in each of them, a first-tier hanging hole 3 is formed in the upper part. A first-tier crook type hooking apparatus 10 is hooked in the first-tier hanging hole 3 for hanging a first-tier hook 9 formed of a steel plate. In the first-tier hook 9, a first-tier wale mounting part 11 protruding substantially horizontally is formed in the opposite direction to the first tier hooking apparatus 10. In the first-tier wale mounting part 11 formed in the wale hanger sheet pile 2, a wale 35 is placed so as to retain the earth by locking the facing wale 35 by means of a strut. In this way, installation of the wale 35 can be precisely carried out in a short time.
