PROBLEM TO BE SOLVED: To obtain an agent that can penetrate and fill e.g. crazes causing water leak to prevent water from penetrating into them by mixing a dispersion prepared by dispersing a highly water-absorbing polymer in a dispersion medium essentially consisting of an alkylene glycol derivative having repeating units each of which has a specified number of carbon atoms with a gelling agent for the highly water-absorbing polymer. SOLUTION: This agent comprises a dispersion prepared by dispersing, desirably, 0.1-35 pts.wt. highly water-absorbing polymer in, desirably, 100 pts.wt. dispersion medium essentially consisting of an alkylene glycol derivative having repeating units each of which has at least two carbon atoms and, desirably, 0.1-30 pts.wt. gelling agent for the highly water-absorbing polymer and desirably has a viscosity of at most 3,000 cP. It is desirable that the highly water- absorbing polymer is a poly(meth)acrylic acid derivative, an alginic acid derivative, a starch derivative, or a poly-N-vinylacetamide denivative and that the gelling agent is a compound that gives an at least divalent metal cation in water.
