PROBLEM TO BE SOLVED: To prepare a silicone polymer containing at least two kinds of unsimilar repeating units without adding an another typed precursor by using a cocyclic silicone as a cyclic organosilcon precursor and by causing the ring- opening polymerization of siloxane rings in the presence of a catalyst, a surfactant, and water. SOLUTION: A cocyclic silicone having a structure corresponding to formula I is used, and a high-mol.-wt. polysiloxane is formed in an mulsion by emulsion polymerization. In the formula I, a and b are each 1-10; R3, R4, and R5 are each a 1-6C alkyl; and R6 is a 8C or higher alkyl. Thus, an emulsin containing a silicone copolymer and a silicone terpolymer having structures corresponding to formula II is obtained. In the formula II, x is 1-2,000; y is 1-100; z is 0-100; and R" is an aminoalkyl represented by formula III [wherein R"' and R"" are each H or methyl; and Rv is H, or a group of formula IV (wherein c is 2 or 3; Rv' is H or methyl; and Rv" is H)].
