PROBLEM TO BE SOLVED: To display originally excellent vibration isolation performance in the case of the generation of an earthquake, ensuring a fixed trigger function to wind pressure or the like by a severe typhoon having a long return period at a normal time, and to easily restore the trigger function to fixed one after the earthquake abates. SOLUTION: Vibration isolation devices 1 having a long vibration-isolation period are disposed between a building A and a foundation section B for the building A while the trigger mechanism 2 controlling or suppressing the horizontal displacement of the building A by the vibration isolation devices 1 at a normal time, releasing the control or the suppression when a fixed value or more of external force works to the foundation section B with the generation of an earthquake and permitting horizontal displacement to the foundation section of the building A by the vibration isolation devices 1 and being composed of a viscoelastic damper are installed between a section in the vicinity of the central section of the center of gravity of the building A and a position opposed to the section in the vicinity of the central section in the foundation section B.
