PROBLEM TO BE SOLVED: To smoothly manufacture an inorganic plate obtained by giving design properties such as a matte tone, a sense of ruggedness or giving an anti-slipping function to a surface with good production efficiency. SOLUTION: The inorganic plate having many reinforcing fibers 2 at a surface side is manufactured by using the fibers 2 having a lower specific gravity than that of a hydraulic raw material in the case of manufacturing the plate by papermaking, press molding, curing and coating a hydraulic raw material slurry 3 containing a hydraulic material 1 and the fibers 2 as main components, paper-making the slurry 3 regulated at its solid content concentration to 10 wt.% or less, and orienting the fibers 2 to a surface side.
