PROBLEM TO BE SOLVED: To support an upper structure load by only a simple fitting work of a steel frame and obviate the conventional necessity for reinforcing the lower floor beam and further, solve decrease of effective area of a room, in a retrofitting base isolation work or the like of a building. SOLUTION: A steel frame 11 formed of supports 15, a bracket, beam 17 for a jack, and diagonals 18 to have a right-angled triangle is detachably fitted by PC steel rods 12 or the like so that the diagonals 18 are directed to the lower floor column to hold the column 1 from both sides and a jack 5 or the like is arranged between a column-beam connection part of the upper floor and the tip of the bracket beam for the jack to transmit the upper structure load to the lower floor column through the steel frame 11 when the column head 1b is cut off and to hardly transmit the load to the lower floor beam.
