PROBLEM TO BE SOLVED: To properly release a vehicle stopping condition by releasing a braking force based on a braking force retaining means by a controlling means when a clutch pedal is released beyond a predetermined position by means of a clutch pedal switch. SOLUTION: In a clutch pedal 43, the base end part is supported freely oscillationally in a bracket 42 hung and fixed to a predetermined position in a vehicle body 41 by means of a shaft 44 and energized and supported counterclockwise by means of a spring. A clutch pedal switch 23 outputs an ON signal when the clutch pedal 43 is actuated and outputs an OFF signal when the clutch pedal 43 is returned beyond a predetermined stroke rangeθ. When the clutch pedal 43 is shifted from the predetermined rangeθto the outside of it, an air pressure inside an air chamber is released to the atmosphere via a brake control valve and the maintained braking force is released.
