PROBLEM TO BE SOLVED: To plant bristles with a high density and in an arbitrary arrangement pattern, freely changing the driving angle of flat lines to a bristle hole of a flat-line type brush. SOLUTION: In this flat-line type brush, the driving angle of flat lines are different between at least two flat lines in a bristle hole. And the bristle planting device comprises a flat line planting mechanism 82, an XYZ table 11 disposed opposite to the mechanism 82, and a brush rotating mechanism 12 mounted rotatably on the table 11. The brush rotating mechanism 12, rotatable in both directions, comprises a brush holder 16 for holding the head of a toothbrush handle 1 at a determined position, a servo-motor 17 for rotating the brush holder in both directions, gears 20, 21, and a drive belt 22. By moving and rotating the XYZ table 11, the rotation/tilt angle of the toothbrush handle 1 held on the brush holder 16 can be freely changed.
