PROBLEM TO BE SOLVED: To provide an apparatus which manufactures thermoplastic sacks and preferably also fills and seals the sacks. SOLUTION: The apparatus comprises a forward draw unit 6 which draws intermittently a thermoplastic blown film web 5 forward and supplied the blown film web 5 vertically in the form of being hung down into a cross welding and severing mechanism which servers the blown film web 5 at a position above a holding and conveying mechanism and forms the severed blown film web into a tubular segment 21 with a cross welding part provided at the front end thereof. A wall is provided in parallel with the supply passage of the blown film web 5 in order to insert the front end of the blown film web 5 quickly and without limply swaying toward one side into the cross welding and cross severing mechanism, being stretched and hung down, and blowing air nozzles facing the direction of supply are provided between the wall and the supply passage on positions above or top regions of the wall.
