PROBLEM TO BE SOLVED: To provide a writing pad binder which shows a strong clipping force and is used easily and safely. SOLUTION: This writing pad binder is of such a construction that the rear end part of an operating lever 1 and the end edge part of a writing pad base 4 are hinged respectively and the rear end part of a clipping member 3 and the end edge part of the writing pad base 4 are likewise hinged respectively, and further the intermediate part of the operating lever 1 and the intermediate part of the clipping member 3 are hinged to both end parts of a link 2 respectively. In addition, an elastic overhang wing part is formed on the front or the side part of the clipping member 3. the hinged part 5 between the operating lever 1 and the writing pad base 4 is arranged so that when the clipping member 3 is opened/closed, the hinged parts 5 is started to swing open or shut on a plane including a hinged part 6 between the link 2 and the operating lever 1 nd a hinged part between the link 2 and the clipping member 3 through a hinged action in the positional relationship of the hinged parts.
