PROBLEM TO BE SOLVED: To obtain an inhibitor that is used to inhibit the elution of heavy metals and dioxins from waste by mixing a polyalkyleneimine with a phosphoric acid compound. SOLUTION: The polyalkyleneimine used is desirably polyethyleneimine and is desirably one having a number-average molecular weight of 300-2,000,000. The phosphoric acid compound is exemplified by orthophosphoric acid or hypophosphorous acid and is desirably e.g. sodium dihydrogenphosphate having an Na/PO4 molar ratio of 1-4 or e.g. potassium dihydrogenphosphate having a K/PO4 molar ratio of 1-4. The treatment of waste containing a harmful substance is desirably carried by adding a polyalkyleneimine and a phosphoric acid compound to the waste in the presence of water, and kneading, molding, and solidifying the mixture. It is desirable that the inhibitor additionally contains a chelating agent and/or a cement. The chelating agent is desirably a dithiocarbamic acid type one. The cement is desirably normal portland cement.
