PROBLEM TO BE SOLVED: To provide a cleaning structure of a sound insulating panel which can be effectively cleaned by rain, and a sound insulating wall provided with this cleaning structure. SOLUTION: In sound insulating panels 1a, 1b stacked in the vertical direction, the rain W on an outer surface 11 of the upper sound insulating panel 1a is uniformly distributed and led to an inner surface 12 of the lower sound insulating panel 1b along a water passage 6 provided in a lower frame 4 of the vertically adjacent upper sound insulating panel 1a. The rain is uniformly distributed and led on the inner surface 12 of the sound insulating panel 1b to wash away pollutant deposited on the inner surface 12. Even when the sound insulating panels 1a, 1b are installed below a highway, or installed in a curved condition above the road, even the inner surface 12 of the sound insulating panel 1b facing the road side difficult to be exposed to the rain fall is effectively cleaned.
