PROBLEM TO BE SOLVED: To almost dispense with maintenance even under an inferior condition by making an overall device compact by using a viscoelastic body capable of displaying large damping force by shearing deformation. SOLUTION: First, second, third and fourth steel pipes 12, 14, 16, 18 make a similar cross-section, they are concentrically fitted on each other by properly providing intervals between each other, and their concentrical axis O is arranged by directing it in the vertical direction. A viscoelastic body 24 is adhered on inner and outer peripheral surfaces opposed to each other by interposing it between fitting parts of each of the steel pipes. An upper part plate 20 and a lower part plate 22 are arranged on upper and lower end parts of each of the steel pipes fitted on each other. The upper end parts and lower end parts of the adjacent steel pipes are connected to the upper part plate and the lower part plate alternately. A spring member 26 to elastically support an upper part load is provided between the upper part plate and the lower part plate.
