PROBLEM TO BE SOLVED: To easily refill by adding a pouch holder. SOLUTION: A pouch holder is constituted of a refilling bag 1 for a cleaning agent such as a body soap formed of a flexible synthetic resin, a front contact member 2 brought into contact with along the surface side of one side edge of the bag 1, having a recessed engaging groove and provided with a hand gripping front holding section 4 on the optional positions on the upper or lower part when viewed from above, a back contact member brought into contact with along the back side of one side edge of the bag 1, an engaging protruded line engaged with the engaging groove and forming a handgrip back holding section 7 overlapped with the front holding sections 4 on the optional position on the upper or lower part when viewed from above and also a front cut end member 10 and back cut end member 11 engaged in the recessed and projected form with the cut end formed on the other side edge of the bag 1 similarly to the front and back contact members 2 and 5. The front cut end member 10, the back cut end member 11 and the contact member 2 are connected all together by a thin string 14, and the sides of the upper sections of the front contact member 2 and the back contact member are connected together by a connecting section 15.
