PROBLEM TO BE SOLVED: To reduce the numer of members to be used and save a wasteful space and further, make it easy to manufacture a filter by winding a monolithically continuous frame member around a filter medium formed of a nonwoven fabric. SOLUTION: When the filter is manufactured, first, a filter medium 1 formed of a sheetlike nonwoven fabric is folded in a pleats fashions and is set on a tray 5 of an assembly jig. In this case, a rail 7 is arranged at the lower part of a tray 5 and is fitted into a groove 8 formed on the upper face of a table 4 with an arranged three-way frame 6, so that the tray 5 is freely movable within the three-way frame 6. Further, a tapelike paper frame member 2 with an adhesive 3 applied to one face of the member 2 is set between the filter medium 1 and the three-way frame 6 while the filter medium 1 remains to be set in the tray 5. After that, the paper frame member 2 is adhesively attached to one side of the filter medium 1 corresponding to the open end side of the three-way frame 6. Thus the paper frame member 2 of a single monolithic form is sequentially wound along the periphery of the filter medium 1 to complete the filter.
