PROBLEM TO BE SOLVED: To recover the waste heat included in the air discharged from a drying chest and to execute efficient drying by executing the heat exchange of the air outside the drying chamber and the air in the drying chamber when the temperature of the air outside the drying chamber is lower than the temperature of the air discharged from the drying chamber. SOLUTION: When the temperature and humidity detected by a temperature and humidity detecting means 28 are higher and lower than reference values, the air inhaled from outside the drying chamber 10 is blown by a stirring and blowing means 15 into the drying chamber 10 and when the temperature and humidity are lower and higher than the reference values, the air inhaled from the inside of the drying chamber 10 is circulated and blown by a circulating and blowing means 11 via a dehumidifying means 22, to execute an efficient drying.
