PROBLEM TO BE SOLVED: To obtain the subject readily applicable composition without requiring an aerosol device and formulation of a foaming agent, or the like, by converting the composition into a water-in-silicone type emulsion containing specific two kinds of silicones and a fixing polymer in a medium. SOLUTION: This composition in the form of a water-in-silicone type emulsion comprises (A) >10 wt.% of a nonoxyalkylenated silicone selected from straight- chain or cyclic and volatile or nonvolatile and arylated or nonarylated silicones, (B) at least one emulsifiable oxyalkylenated silicone, (C) at least one anionic, cationic, amphoteric or nonionic fixing polymer [e.g. a polymer containing a carboxyl unit represented by the formula ((n) is 0-10; A is methylene; R7 to R9 are each H, or the like) ] in a cosmetically acceptable medium. The preferred contents of the respective ingredients are 15-50 wt.% of the ingredient A, 0.1-10 wt.% of the ingredient B and 0.1-20 wt.% of the ingredient C.
