PROBLEM TO BE SOLVED: To provide a method for refreshing a sound-proof panel easy to assembly, low in cost, capable of refreshing in a short time, and free from any problems in waste treatment. SOLUTION: A cover 3 having a large number of open holes 31 overlaps a front plate 12 of an existing sound-proof panel 1 having a large number of open holes 11, and the cover 3 is attached to the front plate 12 by a clip member 4 to elastically hold both open hole edge parts 32, 13 of the cover 3 and the front plate 12 to form an outer surface of the cover 3 to be a new outer surface of the sound-proof panel 1. The existing soundproof panel can be easily refreshed only by attaching the cover 3 to the front plate 12 of the existing sound-proof panel 1 using the clip member 4.
