PROBLEM TO BE SOLVED: To form a seeding and planting slope frame which is free from any difficulty in work, unnecessary for any special member or holding material such as paste, or small in quantity and economical if necessary, perpetually stable in quality of the vegetation base panel, and capable of introducing arboreous plants from the initial condition. SOLUTION: A net body 2 is stretched over a slope 1, reinforcing bars 5 are arranged on the net body 2 along a lattice-like slope frame forming part 4, and a sheet 7 of a specified size in which sprouting and growth can not be impeded, or the roots of plants can grow is stretched in a recessed part surrounded by the slope frame forming part 4 in a condition where an excess portions 71 are stored in the slope frame part 4. A vegetation base panel 8 containing seeds is sprayed on each stretched sheet 7 to a specified thickness, the vegetation base panel 8 is covered by the excess portions 71 stored in the slope frame forming part 4 to form a mat-like seeding and planting body 9, and the concrete is sprayed on the slope frame forming part 4 present therearound to form a slope frame.
