PROBLEM TO BE SOLVED: To take out a part of a core on a pavement surface without causing any damage so as to dispense with a crushing process by cutting a part of the pavement surface when a pavement surface core is removed from the pavement surface and catching and lifting the outer circumference of the pavement surface. SOLUTION: A cutting position on a pavement surface H is circularly cut, and the outer circumferential face of the pavement surface core H1 is clamped by means of a clamping member 1 for removing the cut pavement surface core H1 from the road surface. In reconstruction, a biodegradable foamed sheet 4 is placed on the bottom part of the drilled position, a binder 5 for the pavement surface core H1 is applied onto the sheet 4, and using a biodegradable high tension suspending member 6 for maintaining the pavement surface core H1 placing condition, a clearance of a joint part H2 is filled with an injected asphalt sealer 7 for reconstruction. In this way, additional introduction of new asphalt concrete is not needed in reconstruction, so that material costs are lowered and a working time can be simplified and shortened.
