PROBLEM TO BE SOLVED: To obtain a biodegradable regenerated fiber and film excellent in biodegradability, capable of effectively utilizing plastic resources and friendly to environment. SOLUTION: The biodegradable regenerated fiber and film comprise a resin composition including a recycled plastic material and a degradation promoter comprising a biodegradable polymer, an unsaturated compound including one or more unsaturated double bonds, an iron compound, a transition metal compound excluding iron and aromatic ketones.
