PROBLEM TO BE SOLVED: To prevent overturning even when there is a recess/projection on an installing surface and a strong wind blows by boring a string inserting hole in a back face of a lidded upper refuse container held on a support erected on a board, and detachably housing a lower refuse container inside the support. SOLUTION: A recessed part is arranged in the upper surface center of a board 1 having the suspended edge 11 peripherally arranged on the whole periphery, and support fitting cylindrical projections 12 are projected on the left and right of this recessed part. Lower end fitting projections of a support 2 are inserted into and fitted to the left/right support fitting cylindrical projections 12 to erect the support 2 on the board 1. A support wall 31 is peripherally arranged on a bottom surface of an upper refuse container 3, a slip-off preventive hole 32 is bored in this support wall 31, and upper end fitting projections of the support 2 are fitted to the support wall 31 to hold the upper refuse container 3 on the support 2. A projecting part 51 in the rear end center of a cover body 5 of the upper refuse container 3 is pivotally fixed to a cover body installing piece 35 projected on a back face of the upper refuse container 3, and a string inserting hole 37 is bored in a reinforcing wall 36 of this cover body installing piece 35.
