A bumper (302) has a bumper frame (14) and an inflatable bladder (16), which is mounted to the bumper frame (14) to extend exteriorly of the bumper frame (14). Fluid flow ports (312) extend from the inflatable bladder (16), in fluid communication with the interior of the inflatable bladder (16). Inlet valves (32) and pressure relief valves (34) are mounted in the flow ports (312) for sealing air within the inflatable bladder (16). Two impact members (308) are mounted to the bumper frame (14), extending outwardly from the bumper frame (14) and interiorly within the inflatable bladder (16). The impact members (308) are connected to respective ones of the pressure relief valves (34), such that inward movement of the impact members (308) will open the pressure relief valves (34) to allow fluid flow from within the inflatable bladder (16). Latch members (180) are located adjacent to the pressure relief valves (34) for securing the valves (34) in open positions after impact. An activator stem (352) is secured adjacent to an inward end of a stem (358) of one of the pressure relief valves (34), and is moved inward of the bumper frame (14) by contact with the stem (358) of the pressure relief valve (34) during an impact. A pressure relief valve (82) is also provided which includes a plug member (122) having a plurality of seal grooves (132) for receiving elastomeric seal elements (134), the number of grooves (132) which are used being selected to determine a maximum pressure for release of the plug member (122) from within a flow port (90). The plug member (122) is secured to the flow port (90) by a tether member (102).
