An emergence husked rice producing device (11) comprising, in general, an enclosed emergence promoting tank (12) to which husked rice and emergence-promoting water are supplied and a recycled water producing system (13) which recycles water used in the tank (12) and refluxes the recycled water to the tank (12), wherein husked rice charged into the tank via a material charge port (15) is kept floating in water supplied via a water supply port (14). The recycled water producing system (13) comprises a warm water recovery pipeline (22) for recovering water overflowing from the upper portion of the tank (12), a filtering module (23) for removing fungi and organic matters contained in the water recovered from the tank (12) and a reflux pipeline (24) for supplying recycled water discharged from the filtering module (23) to the lower portion of the tank (12).
