According to the present invention there is provided a cosmetic composition comprising: (a) at least one quaternary ammonium agent; (b) at least one vitamin B3 compounds; (c) at least one pantothenic acid or pantothenic acid derivative; and (d) at least one tocopherol-based anti-oxidant/radical scavenger. The compositions of the present invention give all of the benefits associated with tocopherol-based anti-oxidant/radical scavenger, the vitamin B3 compounds and the pantothenic acid or pantothenic acid derivatives such as regulating fine lines, wrinkles and other forms of uneven or rough surface texture associated with aged or photodamaged skin, good moisturisation and good skin feel while reducing the associated negatives such as irritation, dryness, stickiness or tack.
