According to the present invention there is provided a cosmetic composition comprising: a) greater than 0.25 %, by weight, quaternary ammonium agent; and b) at least one vitamin B3 compound. The compositions of the present invention give the associated benefits such as regulation of fine lines and wrinkles, moisturisation, hydration, skin feel, skin softness and skin smoothness benefits, but show low levels of the associated negatives such as irritation, dryness, stickiness or tackiness. |
