PROBLEM TO BE SOLVED: To prevent the wrapping or curling up of a banner flag 2 around a flag pole by receiving strong wind. SOLUTION: A hoop A1 for the banner flag formed in place of a rod insertion part of the first hoop (the lowest hoop) comprises a segmental part 12 which attaches and detaches the banner flag 2, the freely rotatably disposed rod insertion part 1A and a coupling part 1B for mounting at the banner flag 2. The coupling part 1B is joined by its long hole 11 and a fabric and is mounted as a wrapping preventive member to the bottom end of the banner flag 2. The mounting to the flag pole is executed by a method of hooking the hoop A1 for the banner flag as the first loop to the flag pole by means of the segmental part 12. Simultaneously therewith, a stopper clip 10 to prevent the curling up is mounted to the upper part thereof. Since the rod insertion part 1A is freely rotatable with the flag pole, the wrapping of the banner flag 2 around the flag pole is prevented by this constitution. In addition, the pulling up of the bottom end of the banner flag 2 is stopped by the stopper clip 10 and, therefore, the curling up of the banner flag 2 does not occur.
