PROBLEM TO BE SOLVED: To improve the life-span of a brake lining by making a discharge capacity of a hydraulic pump to stop a vehicle when braking power interlocking with inching operation attains a predetermined value. SOLUTION: A double tilting variable-capacitance hydraulic pump 5 driven by an engine 4 and a hydraulic motor 7 are connected as closed circuit to drive a wheel. The discharge capacity of the variable-capacitance hydraulic pump 5 is adjusted interlocking with an accelerator, and the discharge capacity of the hydraulic pump 5 is reduced by operation of an inching pedal 31 to stop a vehicle and apply a service brake. At that time, when braking power attains a predetermined value, the discharge capacity of the hydraulic pump 5 is made to be zero, thereby making travel driving power become zero. Therefore, the wearing away of lining 17 is prevented.
