PROBLEM TO BE SOLVED: To form a developing brush which is uniform, short and dense and to make the ratio of the linear velocity thereof to a photoreceptor high while making the width of a developing nip small by narrowing the developing nip and making the density of the magnetic brush high so that developing electric field may be uniformized. SOLUTION: As for the magnetic brush formed along magnetic flux generated on the magnetic roller 44, only the part of its brush part formed on a developing magnet P1 comes in contact with the photoreceptor 1 so as to develop an electrostatic latent image on the photoreceptor 1. In such a case, the magnetic brush makes a condition that napping is short and dense. When the magnetic brush is used in the case of developing a toner image on the photoreceptor 1 whose image density is low, the contact amount of the magnetic brush rubbing on the photoreceptor (1) is reduced because the width of the developing nip is small, and the amount of counter charge generated at the leading edge part of the magnetic brush gets small. As a result, carrier having the counter charge attracts the toner, image, whereby a phenomenon that the trailing edge part of the image is voided is restrained.
