PROBLEM TO BE SOLVED: To provide a fixing device satisfying fixing performance, capable of obtaining low glossiness and having high durability. SOLUTION: By setting the heat conductivity of the rubber of an elastic layer 14a near to a core bar 11a to >=1.0×10-3(cal/cm.deg.sec), which is higher than that of an elastic layer 12a, the temperature of a boundary between the core bar 11a and the layer 14a is made low. Thus, the thermal deterioration of the rubber is reduced and the rubber hardness of the layer 12a is set to <=5 in JIS-A standard, which is lower than that of the layer 14a. Thus, a state where the surface of toner is not smoothed and the rugged shape of the toner is kept is obtained and the low glossiness is realized without spoiling the fixing performance.
