PROBLEM TO BE SOLVED: To provide a manufacturing method capable of manufacturing, at a low cost, a 95 ksi-grade martensitic stainless steel usable without causing stress corrosion cracking even under a alomosphere containing a large amount of hydrogen sulfide gas by simultaneously improving strength, stress corrosion cracking, resistance, and toughness while maintaining corrosion resistance. SOLUTION: A hot worked stainless steel, having a composition consisting of, by weight, 0.03-0.06% C, 0.25-0.5% Si, 0.05-0.3% Mn, 12-16% Cr, 3.5-6% Ni, 1.5-2.5% Mo, 0.01-0.05% V, <=0.03% N, and the balance essentially Fe, is heated to a temperature ranging from Ac3 to 980 deg.C to undergo austenitizing, cooled, and then tempered at a temperature in the range of Ac1-30 deg.C to Ac1+30 deg.C.
