PROBLEM TO BE SOLVED: To improve image quality by comparing the pixel value of one pixel with threshold corresponding to the pixel to calculate a pixel value whose gradation is reduced and changing threshold corresponding to peripheral pixels of one pixel from the pixel value and the threshold. SOLUTION: One pixel value 0 to 255 of a multilevel image is inputted to an image inputting part 101, and a threshold professing part 103 compares the inputted pixel value 0 to 255 with correction threshold Th(x) outputted by a correction threshold outputting part 111. In the case of the pixel value equal to or more than the threshold Th(x) on the basis of the comparison results, the part 103 outputs a pixel value 255, and in the case of the pixel value less than the threshold Th(x), the part 103 outputs a pixel value 0. Thus, a binary image outputting part 105 outputs a binary image of a pixel value 0 or 255.
