PROBLEM TO BE SOLVED: To discharge a large amount of low temperature condensed water, and decrease a leak of steam. SOLUTION: In valve chambers 4, 5, orifices 6, 7 are arranged by eccentrically placing their respective center axes. Valve elements 15, 18 energizing valve ports 21, 22 in an opening direction by coil springs 16, 17 are arranged in the valve chambers 4, 5. At low temperature time, the valve elements 15, 18 are unseated from valve seat members 8, 9, the valve ports 21, 22 are fully opened so as to discharge a large amount of low pressure condensed water and closed so as to open only the orifices 6, 7 when a prescribed high pressure is generated. Steam passing the orifice 6, by colliding against an inner wall or the like of a main unit 2, eliminates direct passing through the orifice 7 in the following step, and a leak of the steam to the outside can be decreased.
