PROBLEM TO BE SOLVED: To provide hydrophilic polymer compositions which excel in adhesion to a base material such as polymers and metals, and also excel in any of antistatic properties, heat resistance, hydrophilicity, and water resistance and can be used as the antistatic agent of the coating type for PET films and the like and, in addition, are applicable to various other uses. SOLUTION: Hydrophilic polymer compositions comprise, as the major components, (A) a block copolymer having a block chain having a hydrophilic group and a block chain having a hydrophobic group with a ratio of the number of the hydrophilic group-introduced constituting unit to that of the constituting monomer unit of the block chain having a hydrophilic group of not less than 50% and (B) a (co)polymer mainly having an olefinic monomer.
