PROBLEM TO BE SOLVED: To detect whether a pixel is on a white background or a pixel on a non-white background with high accuracy. SOLUTION: A binary processing section 2 obtains a minimum value of RGB values for each pixels of an input image and binarizes the image to be a white pixel when the minimum value is higher than a threshold and to be a black pixel when not. A block processing section 3 divides the image into blocks each consisting of N×M pixels, and when any white pixel is included in a block, the block is discriminated as a white block. A white correction section 4 references blocks around a target pixel and discriminates the target pixel as a pixel on the white background when all the blocks are white blocks.
