PROBLEM TO BE SOLVED: To efficiently perform image processing by taking an operation of a storage means into account in the case that a plurality of the storage means used simultaneously by a plurality of application as shared resources. SOLUTION: A storage area assignment means assigns an image signal to only one of a plurality of storage means or to each storage means through area division. This assignment discriminates whether or not a data input request is preset, and in the case that the data input request is present, a control method for the storage means is decided (S102). After deciding the control method for the storage means, an idle capacity of each secondary storage device is checked based ion the result to decide an assignment destination of the secondary storage device (S103). When the assignment destination is decided (S104), the assigned storage device is acquired (S105), and a parameter is set to the storage device as a pre-processing to execute the assignment (S106), and when all preparations are finished, the data input execution preparation end notice is made (S107), and when an execution request is received, the data input operation is executed (S109).
